Common Council Meeting Minutes – May 22, 2023

Mayor Costin called the meeting Martinsville Common Council to order on Monday, April 24, 2023. Pastor David Zempel of Martinsville Baptist Tabernacle  led the prayer. Mayor Costin led the Pledge of Allegiance.

A quorum was present.

MINUTES

Mayor Costin presented the Minutes of Monday May 8, 2023.  A motion to accept and allow was made by Councilman Phil Deckard Sr.  Councilwoman Ann Miller seconded the motion.  The motion passed 7-0.

MAYOR’S COMMENTS

Mayor Costin announced the intersection at Ohio Street and Poston Road will be closed as soon as school is out for the summer.  The closure is necessary for improvements.

SPECIAL PRESENTATION

Mayor Costin recognized Fire Fighter Chad Cooke.  Cooke is retiring after 38 years with the city.  Cooke also received recognition from the Indiana State Fire Marshall.  June 10, 2023 has been declared Chad Cooke Day, in honor of Cooke’s retirement.

Small Business Administration, Disaster Assistance Update

Representatives from the Small Business Administration and FEMA Disaster Assistance appeared and gave updates on assistance from the March 2023 tornado.

Mayor Costin recessed the Council meeting for a public hearing.

Public Hearing 

Mike Dellinger of the Morgan County Economic Development Commission presented the Request for Tax Abatement for Artesian Group.  Mayor Costin called for public comments, hearing  none, the public hearing was closed.

Mayor Costin reconvened the Council meeting.

NEW BUSINESS

Ordinance 2023-0037 / Tax Abatement Request  – Dale Coffey presented Resolution 2023-0037 for Artesian Group.  A motion to approve was made by Councilwoman Ann Miller. Councilman Phil Deckard II seconded the motion.  The motion passed 6-0-1.  Councilman Jim Wisco abstained.

Compliance Statement of Benefits – Tax Abatements: Morgan County Economic Commission Director, Mike Dellinger presented the proposed abatements.

Shields Holdings LLC – A motion to approve was made by Councilwoman Ann Miller.  Councilman Ben Mahan seconded the motion.  The motion passed unanimously.

The Retreat at Mineral Springs LP – tabled

SCI REMC – A motion to approve was made by Councilman Phil Deckard II.  Councilman Ben Mahan seconded the motion.  The motion passed unanimously.

CLAIMS

Mayor Costin presented the Claims. A motion to accept and allow was made by Councilman Phil          Deckard II.  Councilman Josh Ferran seconded the motion.  The motion passed 7-0.

Council Comments – Councilman Phil Deckard II praised Frank Lane and his crew for the stop signs at South Street.  Councilman Josh Ferran asked if the city could do something about Carmel Apple Mobil Home Park.  There are complaints regarding parking, the condition of skirting, etc. Building Inspector Bob Strader reported the owner will appear on June 7, 2023 at the Unsafe Building meeting.
