Common Council Meeting Minutes – June 12, 2023

Mayor Costin called the meeting Martinsville Common Council to order on Monday, June 12, 2023. Jeff Faudree of Hoosier Harvest Church led the prayer. Mayor Costin led the Pledge of Allegiance.

Councilmen Mahan and Deckard II were absent.

MINUTES

Mayor Costin presented the Minutes of Monday May 22, 2023. A motion to accept and allow was made by Councilman Phil Deckard Sr. Councilwoman Ann Miller seconded the motion. The motion passed 5-0.

MAYOR’S COMMENTS

Mayor Costin asked Councilman Phil Deckard Sr. for an update on Councilman Phil Deckard II. Deckard Sr. reported that Deckard II is recovering well from back surgery.

NEW BUSINESS

Ordinance 2023-0055 / Rezoning of Property – City Attorney Dale Coffey presented the ordinance that would allow the rezoning of property at 210-240 Vandalia Avenue. As this was the first reading, a motion to waive the rules was made by Councilman Phil Deckard Sr. Councilwoman Suzie Lipps seconded the motion. The motion passed unanimously. A motion to accept and allow was made by Councilwoman Ann Miller. Councilman Josh Ferran seconded the motion. The motion passed 5-0.

Consideration Quitclaim Deed – City Attorney Dale Coffey explained the need for the quitclaim. A motion to accept and allow was made by Councilman Jim Wisco. Councilwoman Ann Miller seconded the motion. The motion passed 5-0.

Consideration of Grant Easement – City Attorney Dale Coffey explained the reason for the easement. A motion to accept and allow was made by Councilman Jim Wisco. Councilwoman Suzie Lipps seconded the motion. The motion passed 5-0.

Consideration of Purchase Agreement – Regarding 501 Rogers Road, Martinsville, South Central Indiana REMC made an offer to purchase the property in the amount of $1.74 million. A motion to accept and allow was made by Councilwoman Ann Miller. Seconding the motion was Councilwoman Suzie Lipps. The motion passes 4-1. Councilman Phil Deckard Sr. voted nay.

CLAIMS

Mayor Costin presented the Claims. A motion to accept and allow was made by Councilman Phil Deckard Sr. Councilwoman Suzie Lipps seconded the motion. The motion passed 5-0.

COUNCIL COMMENTS

Councilwoman Suzie Lipps had questions regarding the cross walk at Poston Road School. Lipps requested the cross walks be painted. Councilman Phil Deckard Sr. asked about the availability of bulk water.
