Common Council Meeting Minutes – June 26, 2023

Mayor Costin called the meeting Martinsville Common Council to order on Monday, June 26, 2023. Shawn Mason of Emmanuel Church, Martinsville Campus, led the prayer. Mayor Costin led the Pledge of Allegiance.

A quorum was present.

Councilmen Wisco and Deckard II were absent.

MINUTES

Mayor Costin presented the Minutes of Monday June 12, 2023.  A motion to accept and allow was made by Councilman Phil Deckard Sr.  Councilwoman Ann Miller seconded the motion.  The motion passed 5-0.

MAYOR’S COMMENTS

Mayor Costin announced Martinsville Police Department has two Officers at the Indiana Police Academy that are in the top 10 recruits.  Costin recognized Officers Awbrey Rachels and Bransen Gurkins.  Councilman Phil Deckard Sr. will follow up with Artesian Little League regarding a grant from the Council. Mayor Costin adjourned the Council meeting for a Public Hearing.

PUBLIC HEARING

Victoria Bechart of ARa was present to answer questions regarding the City’s application from ORCA for an upcoming Stormwater Project.  The project area is Home Avenue and South Street.  The city is applying for $991,620.00 in grants with a $264,500.00 match from the city.  Councilman Phil Deckard Sr. asked if Department of Planning and Engineering Gary Oakes and Superintendent Mac Dunn if they supported the effort, to which they replied, yes.  Hearing no further public comments, Mayor Costin closed the hearing and reconvened the Council meeting. 

NEW BUSINESS

Resolution 2023-0040 / Authorization to Submit Application –  A motion to accept and allow was made by Councilwoman Ann Miller.  Seconding the motion was Councilwoman Suzie Lipps.  The motion passed 5-0.

CLAIMS

Mayor Costin presented the Claims. A motion to accept and allow was made by Councilwoman Suzie Lipps.  Councilman Ben Mahan seconded the motion.  The motion passed 5-0.

COUNCIL COMMENTS

Councilman Ferran expressed concerns with handicap parking at The Venue.  Councilman Mahan asked about white striping at Home Avenue and South Street.  Councilman Deckard Sr. reported Councilman Deckard II is recovering well from recent surgery.

There being no further business, Mayor Costin declared the meeting adjourned.
