Mayor Costin called the Martinsville Common Council meeting to order on Monday, July 10, 2023. Ben Merida led the prayer for those in attendance. Mayor Costin then led the attendees in the Pledge of Allegiance.

MINUTES
Mayor Costin presented the minutes of the June 26, 2023, meeting to the Council. A motion to approve the minutes as presented was made by Councilwoman Ann Miller. Councilman Phil Deckard Sr. seconded the motion. The minutes were approved 6-0
MAYOR’S REPORT
TAP WATER TESTING UPDATE
Elana Bryant presented the council with an update to the tap water testing that had been performed by MeCap. The presentation included a power point display and was followed by a question-and-answer session.

NEW BUSINESS
Consideration of Authorization to Acquire Property – City Attorney Dale Coffey and Gary Oakes presented the proposal to the council for their consideration and action. There were concerns expressed by both the City Attorney and council members about the language of the proposed agreement. The proposal prompted extensive discussion among the council and those present. A motion to table the agreement was made by Councilwoman Ann Miller. Councilwoman Ann Miller then rescinded her motion to table. A motion to allow access to Habitat for Humanity for their engineer to make a report and cost estimate without obligation to sell the property and without any cost to the city was made by Councilwoman Ann Miller. Councilman Phil Deckard II seconded the motion. The motion passed 6-0
CLAIMS
Mayor Costin presented the claims to the council. A motion to approve the claims as presented was made by Councilman Phil Deckard II. Councilwoman Suzie Lipps seconded the motion. The claims were approved 6-0.
MISCELLANEOUS
Citizen Charlie Brown encouraged the council to attend a Sleep in Heavenly Peace event in the near future.
