I. CALL TO ORDER
Commissioner Tom Gray called to order the meeting of the Unsafe Building & Hearing Authority at 7:00
p.m. on Wednesday, June 21, 2023 in the Council Chambers of Martinsville City Hall.
II. ROLL CALL
Commissioner Gray conducted the roll call. The following were present: G. Thomas Gray, Board Commissioner; Mike Lanam, Board Commissioner; Dwayne Metcalf, Board Commissioner; Dale Coffey, Board Attorney; Bob Strader, Building Inspector; Phil Vaught, Code Enforcement Officer; Mac Dunn, City Superintendent; Mayor Kenny Coston; and Mae Cooper, Administrative Assistant to the Building Inspector
III. CONSIDERATION OF MINUTES
A motion to approve the minutes from the April 19, 2023 meeting was made by Commissioner Lanam and seconded by Commissioner Metcalf. Motion passed 3 – 0.
IV. PUBLIC SIGN-IN DISCUSSION
No one from the public signed in.
V. UNFINISHED BUSINESS
A) 1410/1440 S. Catherine St: The structures on the property have been removed. Off the list.
B) 309 E. Morgan St: The structure on the property has been removed. Off the list.
C) 640 W. Washington St: The structure on the property has fire damage and is not salvageable. It has been boarded up. The neighbors reported seeing people going in and out of the building. A motion was made by Commissioner Gray to send a 10-day notice of demolition to the owner and all family members found, and to make legal publication of the 10-day notice of demolition in the local newspaper. Commissioner Metcalf seconded the motion. Motion passed 3 – 0
D) 1010 S. Ohio St: The rear of the house has issues that need repaired. A letter will be sent to the owner asking him to contact Building Inspector Strader to discuss his plans to make the repairs.
E) 810 E. Prospect St: Contact with the owner has been made by letter and phone calls over the past two years regarding the facia boards and soffit that has fallen off the garage. Commissioner Metcalf made a motion to send a 10-day repair letter. Commissioner Gray seconded the motion. Motion passed 3-0
F) 489 E. Walnut St: Part of the roof on the building is damaged, possibly from recent storms. The rafters are exposed on the gable end of the building along Walnut Street. Discussion was tabled for sixty days.
G) Storm Damage Repairs: Building Inspector Strader gave an update on repairs being made to buildings damaged by the storm on March 31, 2023. He also reported the building on West Morgan Street formerly occupied by Manna Mission has been sold and is being cleaned up by the new owner.
VI. NEW BUSINESS
A) 1040 E. York St: The collapsed shed/shelter house on the property is completely down on the ground. Code Enforcement Officer Vaught will monitor.
B) Carmel Apple Mobile Home Park-Lots 6,7,914,18,20,21,23,33,35: The mobile homes on these lots are in poor condition. The park owner has not responded to Building Inspector Strader’s phone calls/voicemails. Attorney Coffey will send a letter to the owner requesting a meeting with city officials regarding the overall condition of the mobile home park.
VII. ADJOURNMENT
With no further business to discuss, a motion to adjourn was made by Commissioner Lanam and seconded by Commissioner Gray. Motion passed 3 – 0.
