Board member Kelly Bray was absent. Clerk – Treasurer Rebecca Tumey was absent.

MINUTES
Mayor Costin presented the Minutes of September 11, 2023. Board member John Lillywhite made the motion to approve the minutes. Mayor Costin seconded the motion. The motion passed 2-0.

NEW BUSINESS

Item “B” was removed from the agenda.

Artesian Avenue Walking Path / Opening of Bids: Director of Planning and Engineering Gary Oakes opened the following bids: Milestone: $99,750.00 and Wallace Construction $68,639.00. The bids are taken under advisement until the next meeting.

Retail Strategies / Agreement to Provide Consulting Services: City Attorney Dale Coffey present the proposal. The first year of the agreement shall be $50,000.00, the second year $45,000.00 and the third year $45,000.00. The scope of services includes information regarding retail growth and development, opening and closing of businesses, housing, increases and decreases in workforce and ownership of targeted real estate. A motion to accept and allow was made by Board member John Lillywhite. Mayor Costin seconded the motion. The motion passed 2-0.

Resolution 2023-0049 / Clearing of Uncollectible Utility Accounts: Deputy Clerk Ben Merida presented the resolution. A motion to approve was made by Board member John Lillywhite. Mayor Costin seconded the motion. The motion passed 2-0.

Request for Handicapped Parking Space: City Superintendent Mac Dunn presented the request for a handicapped parking space at 620 E. Jackson Street by Robin Guffy for her parents, Richard, and Shelby Bottorff. A motion to table this item was made by Board member John Lillywhite. Mayor Costin seconded the motion. The motion passed 2-0.

SEWER ADJUSTMENTS

A motion to accept and allow the following sewer adjustments was made by Board member John Lillywhite. Mayor Costin seconded the motion. The motion passed unanimously.
