A regular meeting of the Martinsville Redevelopment Commission (RDC) met at 7:30 am on Wednesday, Sept 13, 2023. Meeting was held at the Council Chambers at Martinsville City Hall.

Roll Call
Commission members: Dair Grant, Paul Lauck, Phil Deckard, Alan Myers, Rich Griswold were in attendance. Also in attendance were: Gary Oaks, Mayor Costin, Attorney Joe Gaunt, Luke Jackson

Meeting called to order by President Dair Grant.

Approval of Minutes

The minutes of the August 2023 meeting and minutes to the Aug 21 special meeting were discussed.

Motion to approve both minutes of the meetings held in August 2023 was made by Rich Griswold. Seconded by Paul Lauck.

Motion approved 4-0-1 Phil Deckard abstained

Approval of Claims:

Motion to approve claims of $4,740.36

Motion made by Phil Deckard. Seconded by Al Myers.

Financial Report

Discussion of financial report:

Engineer’s Report:

Gary Oaks discussed the many projects that are going on around the city. He talked of the Ohio, South streets projects and told that both of those were complete now. Discussed the acquisition of properties for the levee project and that project was on schedule.

Attorney Report

Attorney Joe Gaunt gave an explanation of the Municipal Lease Bond for the downtown theater project. As that project continues and nears completion he will give a more detailed description of the bond.

Old Business

Discussion of the Residential TIF clause that states that if a residential TIF is offered to one builder then it will need to be offered to other builders.
This clause is being looked into by RDC’s advisors and lawyer.

New Business

Description of the Artesian Path ay from Grand Valley to Commercial Dr for a total of approximately 2 miles was given by Gary Oaks.

Motion was made for Gary Oaks to continue with a $ 100,000.00 dollar limit to let bids out for the Path Way.

Motion made by Paul Lauck and seconded by Phil Deckard. Passed 5-0
