Mayor Costin called the meeting Martinsville Common Council to order on Monday, October 10, 2023. Executive Assistant to Mayor Costin Mack Porter led the prayer. Mayor Costin led the Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of Monday September 25, 2023. A motion to accept and allow was made by Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The motion passed 4-0.

PUBLIC HEARING
Trena Carter of Ara Resources presented information for a grant the city is eligible to apply for to add storm drains on Home Avenue. The amount of the grant would be $600,00.00. Additional funding would come from the Storm Water fund. Mayor Costin called for public comments. Hearing none, the Public Hearing was closed, and the Council meeting reconvened.
Ordinance 2023-0058 / 2024 City Budget – The second reading of the proposed 2024 Budget and Maximum Excess Levy resulted in a motion to table the item. The motion was made by
Councilman Phil Deckard II. Councilman Phil Deckard Sr. seconded the motion. The motion passes unanimously. A special meeting will be called before the deadline of October 19, 2023.
Ordinance 2023-0056 /2024 Salaries of Elected City Officials – First reading, no action.
Ordinance 2023-0057 / 2024 Salaries of Certain Appointed Officials and Employees – First reading, no action.
CLAIMS
Mayor Costin presented the Claims. A motion to accept and allow was made by Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The motion passed 4-0.

Councilwoman Ann Miller asked for prayers for the Kohl family.
