Redevelopment Commission Meeting Minutes – October 11, 2023

Redevelopment Commission

A regular meeting of the Martinsville Redevelopment Commission (RDC) met at 7:30 am on Wednesday, October 11, 2023, in the Council Chambers of Martinsville City Hall.

Roll Call:

Commission members: Dair Grant, Rich Griswold, Paul Lauck were in attendance. Al Myers, Phil Deckard and Gary Oaks were absent. Also in attendance were Joe Gaunt and Luke Jackson.
Meeting called to order by President Dair Grant.

With the absence of Secretary Al Myers, Vice President Rich Griswold took minutes.

Approval of Minutes:

The minutes of the September meeting were discussed.

Motion to approve September minutes by Rich Griswold. Seconded by Paul Lauck.

Motion approved 3-0.

Approval of Claims:

Motion to approve claims of $31,294.30. Motion made by Paul Lauck. Seconded by Rich Griswold.

Claims:

Banning Engineering, Peters Franklin LTD and Wessler Engineering

Financial Report:

Discussion of financial report:

Go Bond balance $1,144,135.52 for the month of Sept 1 – Sept 30, 2023

T I F balance $741,849.73 for the month of Sept 1 – Sept 30, 2022

Engineer’s Report:

With the absence of Gary Oaks, Dair Grant stated that the bids had come in for the Artesian Pathway from Grand Valley to Commercial Drive in the amount of $69,000.

Old Business:

New Business:

The Residential TIF was discussed on it being used if a development needed it to proceed. There was discussion on the Spina project, and it was decided that this project would be moving forward with or without the Residential TIF. Dair Grant asked for a motion for the Residential TIF for the Spina project. With no motion, it was considered dead.

Luke Jackson discussed the Pass-Through Levee to help with reimbursement of textbooks for the school. Attorney Joe Gaunt and Dair Grant will look for more information to see if the Redevelopment Commission does anything like this.

Attorney Report:

Attorney Joe Gaunt stated he was still doing research for the TIF Expansion and was hoping to make some phone calls and report back at the November meeting.
