Mayor Costin called the meeting Martinsville Common Council to order on Monday, October 23, 2023. First Deputy Clerk Ben Merida led the prayer. Mayor Costin led the Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of Monday October 10,2023. A motion to accept and allow was made by Councilman Jim Wisco. Councilwoman Susie Lipps seconded the motion. The motion passed 5-0. The Minutes of October 13, 2023, Special Meeting were presented by Mayor Costin. A motion to accept and allow with a minor correction was made by Councilwoman Suzie Lipps. Councilman Jim Wisco seconded the motion. The motion passed 5-0.
MAYOR’S COMMENTS / SPECIAL PROCLAMATION
Mayor Costin declared the week of October 23, 202, through October 28, 2023, as Indiana Extension Homemakers Association Week.
DEPARTMENT UPDATE
City Superintendent Mac Dunn reported the city recently had the permit for discharge of treated water renewed. The city scored 95% + for discharging pure water after treatment.

Ordinance 2023-0058 / 2024 City Budget – A motion to accept and allow was made by Councilman Jim Wisco. Seconding the motion was Councilwoman Suzie Lipps. A roll call vote resulted in the following: voting “yea” were Council persons Jim Wim Wisco; voting “nay” were Council persons Miller, Mahan and Ferran. The motion fails 2-3.

CLAIMS
Mayor Costin presented the Claims. A motion to accept and allow was made by Councilwoman Ann Miller. Councilwoman Suzie Lipps seconded the motion. The motion passed 5-0.
COUNCIL / PUBLIC COMMENTS
Council persons Ann Miller and Jim Wisco had comments regarding their stance on the 2024 Budget. Resident Carol Snyder has comments regarding sidewalks, trash, and salaries.
